CEAA Approval
To obtain approval under the Canadian Environmental Assessment Act (CEAA), a Federal Authority must perform a Screening Environmental Assessment of the project. Typically this is performed by the Lead Responsible Authority (LRA).
A CEAA Screening is required any time a project triggers CEAA. This typically includes any time a Federal Authority is:
1. A regulator
2. Owns the land
3. Is the proponent
4. Provided funding
Often Federal Authorities will require a technical report created by an environmental consultant that will be signed off by agencies such as Fisheries and Oceans Canada.
The Screening Environmental Assessment report will contain as a minimum:
1. The information required to obtain Fisheries Approval
2. Species at Risk Assessment Information
3. Migratory Bird Assessment Information
4. Raptor Assessment Inforamtion
5. Public Consultation Information
6. Cumulative Effects
